The 4 Service Milestones (G.O.Ms.No. 52)

The Automatic Advancement Scheme was instituted to provide financial motivation to employees who face lack of promotional avenues despite long service. Under G.O.Ms.No. 52, the scheme operates across four defined career milestones:

6 YearsG.O.Ms.No. 52, Para 4

Special Promotion Post Scale I-A (SPP-I A) / SAPP-I A

Granted on completion of 6 years of qualifying service in the entry cadre post without promotion.

Fixation in the designated first-level promotion post scale under FR 22(a)(i) with one notional promotional increment.
12 YearsG.O.Ms.No. 52, Para 5

Special Promotion Post Scale I-B (SPP-I B) / SAPP-I B

Granted on completion of 12 years of incremental service in the cadre post.

One additional increment in the existing promotional scale or movement to SPP-I B scale.
18 YearsG.O.Ms.No. 52, Para 6

Special Promotion Post Scale II (SPP-II) / SAPP-II

Granted on completion of 18 years of service without having achieved a second regular promotion.

Fixation in the second-level promotion post scale under FR 22(a)(i).
24 YearsG.O.Ms.No. 52, Para 7

Senior SPP-II Scale / Stagnation Relief Scale

Granted upon completing 24 years of long service in the department.

Admissible scale advancement or grant of biennial stagnation increments.

Pay Fixation Mechanism under FR 22(a)(i)

When an employee is awarded an AAS promotional scale (such as SPP-I A at 6 years or SPP-II at 18 years), fixation is carried out under Fundamental Rule 22(a)(i) read with Rule 31:

1
Step 1: One Notional Increment in Existing Scale

First, one notional increment in the employee's lower/ordinary scale is added to their basic pay on the date of AAS appointment.

2
Step 2: Stage Matching in Higher Master Scale

The resulting pay is then matched against the higher promotional scale. If an identical stage exists, pay is fixed at that stage. If no identical stage exists, it is fixed at the immediate next higher stage in the promotional scale.

Stagnation Increments Beyond Scale Maximum (G.O.Ms.No. 51 Rule 8)

Under Rule 8 of G.O.Ms.No. 51, when an employee reaches the ultimate ceiling of their cadre scale or the master scale (₹1,62,070 in RPS 2020), annual increments are protected through stagnation relief:

Up to 5 Biennial Stagnation Increments

The government sanctions up to five (5) Stagnation Increments, granted biennially (once every two years) at the rate of the last increment drawn. These stagnation increments count for all pensionary benefits, Dearness Allowance, and HRA calculations.
