Telangana House Rent Allowance (HRA) Slabs & Area Classification Guide
An authoritative reference to House Rent Allowance (HRA) regulations in Telangana based on statutory Finance Department Government Orders, covering the 11%, 13%, 17%, and 24% slabs, the 8 km periphery rule, and the automatic escalation clause.
G.O.Ms.No. 53, Finance (HRM.IV) Department, Government of Telangana, Dated: 11-06-2021 — "House Rent Allowance — Recommendations of the First Pay Revision Commission — Implementation in Revised Pay Scales 2020".
The 4-Slab HRA Structure (G.O.Ms.No. 53)
Under G.O.Ms.No. 53, the Government of Telangana rationalized HRA into 4 slabs based on population data from the Census 2011. HRA is calculated as a straight percentage of the employee's Basic Pay at their designated duty station.

The Statutory Escalation Clause (DA > 50%)
As explicitly stipulated in Paragraph 4 of G.O.Ms.No. 53, the rates of House Rent Allowance automatically enhance when Dearness Allowance (DA) crosses 50% of Basic Pay:
| HRA Slab Category | Normal Rate (DA ≤ 50%) | Escalated Rate (DA > 50%) | Population Bracket |
|---|---|---|---|
| Greater Hyderabad (GHMC) | 24% | 27% (+3.0%) | > 50 Lakhs |
| Major Municipal Corporations | 17% | 18.5% (+1.5%) | 2 to 50 Lakhs |
| Towns & Municipalities | 13% | 14% (+1.0%) | 50,000 to 2 Lakhs |
| Rural & Other Places | 11% | 11.5% (+0.5%) | < 50,000 |
The 8-Kilometer Periphery Rule Explained
Paragraph 5 of G.O.Ms.No. 53 explicitly confirms the continuation of the periphery concession:
Offices and educational institutions situated within a radial distance of 8 kilometers from the periphery of a classified city/town (such as GHMC or Warangal) are entitled to draw HRA at the higher rate admissible to that principal city.
Calculation Examples Across Slabs
Under Telangana pay rules, HRA is calculated strictly as a percentage of Basic Pay (it is never calculated on DA or special pay).
| Duty Station | HRA Slab | Formula | Monthly HRA |
|---|---|---|---|
| Hyderabad (GHMC / 8 km) | 24% | ₹35,720 × 24% | ₹8,573 |
| Warangal / Nizamabad / Karimnagar | 17% | ₹35,720 × 17% | ₹6,072 |
| Nalgonda / Siddipet / Jagtial | 13% | ₹35,720 × 13% | ₹4,644 |
| Mandal HQ / Rural School | 11% | ₹35,720 × 11% | ₹3,929 |
