Dearness Allowance (DA) Merger Mechanics & Arrears Guide
An authoritative analysis of how accumulated Dearness Allowance is absorbed into basic pay, how inflation index neutralization works, and how statutory Government Orders govern notional vs. monetary arrears payouts.

What is DA Merger and Why Does it Happen?
Dearness Allowance (DA) is granted to government employees to cushion against the erosion of real income caused by inflation. Over a 5-year pay cycle, DA percentages build up through semi-annual installments (sanctioned as of 1st January and 1st July) based on All India Consumer Price Index (AICPI-IW) numbers.
When a Pay Revision Commission is instituted, the accumulated DA is merged into the base salary. This resets the index base and creates a higher, modernized master scale.

Why Does New DA Reset to a Lower Figure?
Employees often question why their DA drops from 33.67% to 4.27% after pay revision. This is explained by mathematical index neutralization:
1. Your full 33.67% DA is permanently absorbed into your New Basic Pay. It is not lost.
2. Because the New Basic Pay is approximately 50% to 60% higher than your old basic pay, each new percentage of DA yields far more rupees.
3. The 4.27% New DA represents subsequent dearness installments sanctioned after the baseline cut-off date, calculated directly on your elevated basic pay.
Understanding Notional vs Monetary Benefits & Arrears
Every PRC Government Order divides implementation into three legal phases (as demonstrated in G.O.Ms.No. 51):
Pay is refixed on paper from the date of effect (e.g., 01-07-2018 in RPS 2020). Increments and scale stages are adjusted, but no cash arrears are paid for this period.
From a notified prospective date (e.g., 01-04-2020 in RPS 2020), pay revision converts into a monetary benefit, generating cumulative arrears.
From the live implementation month, the revised gross salary is credited directly to employees' bank accounts via monthly treasury bills.
For employees under the Old Pension Scheme (OPS), arrears are credited to their General Provident Fund (GPF) accounts. For employees recruited after 01-09-2004 under CPS / NPS, 10% of arrears is credited to their PRAN account and the remaining 90% is released in designated cash installments.
Statutory Authority & Disclaimer
Historical DA merger figures and arrears rules cited above are derived directly from G.O.Ms.No. 51, Finance (HRM.IV) Dept., dated 11-06-2021, G.O.Ms.No. 46, dated 30-04-2015, and G.O.Ms.No. 52, dated 25-02-2010. Projections for the 2nd PRC represent mathematical simulations based on the 33.67% sanctioned DA baseline. Final implementation dates and arrears modalities depend entirely on future Government Orders.
